Robert Carolina is a Solicitor of the Senior Courts of England and Wales. He is also admitted to the bar of the the State of Illinois (inactive) and the US Supreme Court.

He is a graduate of the University of Dayton (BA Political Science), Georgetown University (Juris Doctor) and the London School of Economics and Political Science (LL.M International Business Law). He moved to London in 1992 and subsequently worked in the London offices of two of the world’s largest law firms.

In three decades of legal practice, Robert has focused entirely on legal and regulatory matters arising from the use of information and communications technologies. From 1999 he has designed and taught graduate degree courses on legal and regulatory aspects of cyber security. He is a Visiting Fellow at Royal Holloway University of London and teaches graduate students with the Information Security Group. Robert also serves as General Counsel to Internet Systems Consortium, a non-profit root server operator and developer of open source internet infrastructure software.

Throughout his career, Robert has dealt regularly with matters related to privacy, data protection, licensing, intellectual property strategies, cryptography, internet governance, outsourcing, software development, payment systems, transnational business arrangements, scope of regulatory jurisdiction, and digital sovereignty.
